Dissident. Not mass-murdering terrorist. 

The caption reads:

Dissident: Disagreeing especially with an established religious or political system, organization, or belief.

This includes marching around with signs, chanting and blocking traffic.

Also from Merriam-Webster online:

Terrorist: The systematic use of terror especially as a means of coercion.

This would include sawing hostages' heads off with knives, using children as shields to launch attacks at the US military, blowing up people lining up looking for work, and destroying infrastructure intended to improve the lives of the citizenry.

At least 2,986 people murdered on September 11th. Seventeen murdered aboard the USS Cole. More than 220 people murdered in the bombings of US embassies in Kenya.
